Canada’s labour market is more dependent than ever on inpatriate workers to address labour shortages and demographic changes due to a declining birthrate and retiring baby boomers. Ottawa’s ambitious plan to welcome 500,000 immigrants per year by 2025 will help boost our workforce, as will temporary foreign workers, work permit holders, and Canadian expatriates returning home.

These individuals may not be eligible for provincial or territorial health coverage for some time upon arrival, leaving them with a gap in coverage. As well, employers may need to provide more comprehensive coverage to align with employee benefits that domestic employees receive. Foreign workers may face language barriers, cultural differences, and isolation, which makes employee support services important for these groups. An inpatriate healthcare plan provides protection to workers, international students, and embassy employees, until they qualify for provincial or territorial coverage.
